DAJABON, Dominican Republic (AP) — The Dominican Republic partially reopened its border with Haiti on Wednesday to limited commercial activity nearly a month after shuttering the frontier in a continuing spat over construction of a canal targeting water from a shared river. The Dominican border reopening was delayed after a pre-dawn fire at the main marketplace in Dajabon destroyed dozens of stalls. She called Abinader’s decision to close all land, sea and air borders last month “savage,” noting that businesses like hers are good for the Dominican Republic. She said that even if the Dominican Republic opens its borders, she hopes the Haitian side will remain closed. Haiti and the Dominican Republic have long had a contentious relationship despite strong economic ties.

DAJABON, Dominican Republic (AP) — The president of the Dominican Republic announced Thursday that he would close all borders with neighboring Haiti starting Friday despite a flurry of last-minute meetings to prevent him from taking such action. Those who live in Haiti but work in the Dominican Republic also cross the border daily. Jorge Duany, an anthropology professor at Florida International University who has studied Caribbean nationalism and migration, said tensions between Haiti and the Dominican Republic flare every so often amid simmering resentment. On Wednesday, Haiti’s Ministry of Foreign Affairs said it was meeting with Dominican officials in the Dominican Republic to talk about the situation. He said one of his young daughters is sick and he needs to take her to the hospital, adding that he doesn’t mind risking not being able to return despite having a job at a banana farm in the Dominican Republic.

An area of high pressure over the Atlantic, known as the Bermuda High, will have a major influence on how quickly Lee turns. As the high pressure weakens this week, it will allow Lee to start moving northward. Lee could make a quick turn to the north early this week if high pressure weakens significantly. If the jet stream sets up along the East Coast, it will act as a barrier that prevents Lee from approaching the coast. "Franklin could be near hurricane strength over the southwestern Atlantic by Saturday," the NHC said, saying it expected the storm to gradually strengthen from its current maximum sustained winds near 40 mph. The head of the Dominican COE emergency services a man had been found dead earlier on Wednesday in San Cristobal province, after trying to swim through floodwaters. Aug 20 (Reuters) - Tropical Storm Franklin over the eastern Caribbean and a disturbance in the Gulf of Mexico are expected to strengthen over the next two days as U.S. forecasters monitor three other weather systems in the Atlantic. In its latest advisory, the NHC said Tropical Depression Six, near the Leeward Islands was expected to become a remnant low on Sunday night. Next in line is Tropical Storm Emily in the central Atlantic, which could become a post-tropical cyclone in about 36 hours, the Miami-based forecaster said. Meanwhile, a tropical disturbance near the Cape Verde Islands has a 30% chance of becoming a cyclone over the next two days and a tropical depression is likely to form later this week. While the Atlantic has seen relatively mild activity this year, on the U.S. West Coast, the Tropical Storm Hilary unleashed furious flash floods east and west of Los Angeles on Sunday after barreling through Mexico's Baja California peninsula with deadly force.

Aug 20 (Reuters) - Tropical Storm Franklin is expected to cause heavy rains over parts of Hispaniola and Puerto Rico in the Atlantic Ocean, the U.S. National Hurricane Center (NHC) said on Monday. The storm was located about 250 miles (305 km) south-south-east of Santo Domingo, Dominican Republic, packing maximum sustained winds of 50 miles per hour (85 km per hour), the Miami-based forecaster said. "The heavy rainfall may produce areas of flash and urban flooding as well as river rises and mudslides. OTTAWA, June 21 (Reuters) - Canada and the Dominican Republic have agreed that Canada will coordinate assistance for Haiti by boosting staff at its embassies in Port-au-Prince and Santo Domingo, the countries said in a joint statement on Wednesday. "Canada and the Dominican Republic have solid bilateral relations and are long standing partners including on regional security matters," the joint statement said. Both countries agree that the Haiti crisis requires enhanced international cooperation, humanitarian, and security assistance, the statement said. "We will enhance coordination in Haiti, Dominican Republic, Canada and other locations as required including through increased presence at the Canadian embassies in Port-au-Prince and Santo Domingo," the countries said in the statement. The Dominican Republic has strained relations with Haiti, with which it shares the Caribbean island of Hispaniola.

PORT-AU-PRINCE, June 16 (Reuters) - As Haiti's police struggle to contain powerful armed gangs, a disagreement between the Dominican Republic and Canada spilled out into the public on Friday, further complicating an international plan to boost Haiti's outgunned police force. A day after Canada's Foreign Minister Melanie Joly announced plans to set up a Canadian office to coordinate support for Haiti's national police this summer in the neighboring Dominican Republic, her Dominican counterpart denied any deal authorizing an office on Dominican territory. In a post on social media, Foreign Minister Roberto Alvarez said no deal been struck, adding that the Dominican government has not even discussed such a plan. The statement did not say whether the location would be in the Dominican Republic, which shares the Caribbean island of Hispaniola with Haiti. On Thursday, Joly announced plans to coordinate a police support operation from a base in the Dominican Republic and thanked Alvarez for providing it, according to a transcript from a Canadian government official.

The researchers said the findings on hibernation genetics could inform human therapeutics, critical care and long-distance space flight. The most primitive species was the venomous burrowing insect-eater Hispaniola solenodon, closely related to mammals alive during the dinosaur age. In terms of human differences from other mammals, the study pointed to regions associated with developmental and neurological genes.
